Some of the other important features were:

1. The Birla Institute of Technology & Science must be autonomous if it is to accomplish its aim.

2. The institute is so set up that it is initially, and remains, free of control by any particular family or special group.

3. The minimum programme, consistent with ability always to maintain excellence in providing a product fitted to the varying demands of an industrial economy for professional technical men requires departments of Chemical Engineering, Civil Engineering, Electrical Engineering, Mechanical Engineering, Chemistry, Mathematics, Physics and a division of Humanities and Social Sciences, all offering undergraduate and post-graduate degree programmes.

4. A post-graduate school of industrial management.

5. As soon as the new charter is issued, or as it becomes clear that it will be issued without objectionable conditions, the executive committee of the institute must be established and the Directorate of the Institute (Director, Senior Consultant, and two assistants to the Director) must be appointed and given full authority over the three colleges. Jointly, they will then select the primary administrative personnel of the institute.

6. Preferably, the first Director should be an Indian engineer. The executive committee might well, however, engage an experienced senior American engineering professor as a consultant.

7. A grant in aid in dollars in the amount of about $2,000,000 should be requested from the Ford Foundation or a similar foundation to provide American professors to help put the Institute on its desired road and to provide equipment and instruments and other things but not obtainable without hard currency.
